House – bill introduced re Santa Barbara Channel speed reduction

Representative Lowenthal (D-CA) introduced the Blue Whales and Blue Skies Act (H.R. 3682) to direct the Director of the Office of National Marine Sanctuaries of the National Oceanic and Atmospheric Administration to create a Blue Whales and Blue Skies Program to reduce air pollution and harmful underwater acoustic impacts and the risk of fatal vessel whale strikes by recognizing voluntary reductions in the speed of vessels transiting the Greater Santa Barbara Channel Region, California, and for other purposes. IMO – BWM Convention enters into force

UK – grounding of semi-submersible

The UK Marine Accident Investigation Board (MAIB) published the report of its investigation of the grounding of the semi-submersible rig Transocean Winner on the Isle of Lewis following the loss of tow from the tug ALP Forward on 8 August 2016. Passage planning and monitoring were found to be inadequate.
