USCG – hurricane contingency plans
The National Hurricane Center reports that Tropical Storm Harvey is moving northwest in the Gulf of Mexico, forecast to make landfall near Corpus Christi early Saturday morning. The US Coast Guard issued a news release stating that the owners of the bulk carrier ANSAC Moon Bear have been fined $5,000 for the vessel's unauthorized discharge of ballast water into waters of the Willamette River in Portland on 16 August.
