NOAA – Monitor National Marine Sanctuary
The National Oceanic and Atmospheric Administration (NOAA) issued a notice stating that it is reviewing the boundaries of the Monitor National Marine Sanctuary (MNMS) off Cape Hatteras. Public scoping meetings will be held in Raleigh (9 February); Beaufort (10 February); Hatteras (11 February); Washington, DC (16 February); and Nags Head (17 February). Court – review of USCG licensing action
In an unpublished decision, the US Court of Appeals for the Ninth Circuit affirmed the dismissal of the complaint filed by the pilot of the vessel Cosco Busan when it allided with a pier of the San Francisco-Oakland Bay Bridge causing a major oil spill. Plaintiff contended that, among other things, the Coast Guard denied him an opportunity to respond to its determinations in denying his application for reinstatement of his pilot's license. The record showed that plaintiff was afforded ample opportunity to respond. Cota v.
