White House – reduction in petroleum purchases from Iran
President Obama issued a memorandum
determining that there is sufficient supply of petroleum and petroleum
products from countries other than Iran to permit a significant
reduction in the volume of petroleum and petroleum products purchased
from Iran by or through foreign financial institutions. This action is
further explained in a press release. (3/30/12). Note:
One of the impacts of this announcement is that any company, financial
institution, or foreign government that does business with the Central
Bank of Iran or other designated Iranian financial institution may be
subject to US sanctions. There are limited exceptions, but any entity
now doing business in both the US and Iran must tread carefully to avoid
inadvertent violation of US law.
DOE – offshore wind energy in the Great Lakes
The Department of Energy (DOE) issued a news release stating that a Memorandum of Understanding
(MOU) has been signed with the governors of Illinois, Michigan,
Minnesota, New York, and Pennsylvania to streamline the efficient and
responsible development of offshore wind energy resources in the Great
Lakes. (3/30/12).
Wider Caribbean Region – MARPOL Annex V special area
The US Coast Guard promulgated a rule amending its list of special
areas in effect under Annex V of the MARPOL Convention to include the
