California – marine invasive species

The California State Lands Commission (SLC) issued a notice stating that: (1) it recently adopted regulations to codify the Marine Invasive Species Act Enforcement and Hearing Process; and (2) the Act requires vessels that arrive at a California port, are 300 gross registered tons or more, and are carrying or capable of carrying ballast water, to submit to the SLC a USCG Ballast Water Management Report. IMO – HNS Liability Convention

The IMO issued a news release stating that Norway has become the first nation to ratify the International Convention on Liability and Compensation for Damage in Connection with the Carriage of Hazardous and Noxious Substances by Sea, 2010. The Convention will enter into force upon accession by at least 12 States, meeting certain criteria in relation to tonnage and reporting annually the quantity of HNS cargo received in a State.
