USCG – BWM extension program update

The US Coast Guard issued a Marine Safety Information Bulletin (MSIB) providing an update on the ballast water management (BWM) extension program. Among other things, it notes that current extension letters will remain valid until the extended compliance date specified in the extension letter. Supplemental extensions may be requested; however, if a type-approved BWMS is available, requests must provide the necessary evidence to show why compliance is not possible. Representative Pallone (D-NJ) introduced the Big Oil Bailout Prevention Unlimited Liability Act of 2016 (H.R. 6412) to amend the Oil Pollution Act of 1990 to require oil polluters to pay the full cost of oil spills, and for other purposes.
